Scottish Rite Planned Development – Narrative
I. Request
A rezoning from Business Professional Office (BPO) to Planned Development (PD) is
requested for the project site, known as Scottish Rite PD, to provide for a master planned,
small-scale, urban infill residential community. A rezoning to PD is required to allow for up
to 17 single family detached lots and 54 single family attached (townhouse) lots. A density
of +/- 8.51 dwelling units per gross acre is proposed, 57% less than the maximum
allowable density per the existing Future Land Use (FLU) designation of Residential-20 (R20).
II. Context and Setting
The Scottish Rite PD project site includes one +/- 8.34-acre parcel located at 5500
Memorial Highway (Folio: 011994-0100) in the City of Tampa. Scottish Rite is located
south of Memorial Highway. Along its western boundary, the project site directly abuts
Sweetwater Creek within the Coastal Old Tampa Bay Watershed.
The project site is currently comprised of a 34,730 square foot Scottish Rite Masonic
Center and a mowed field with a Future Land Use (FLU) designation of Residential-20 (R20). Surrounding land uses include single family detached to the north across Memorial
Highway, multi-family apartments to the east, single family detached to the west across
Sweetwater Creek, and a mix of single family detached and single family attached
(townhouses) to the south. The proposed single family detached and townhouse uses are
compatible with the surrounding development and closely follows the development
pattern of the Planned Development to the south (PD 17-0512). The project site is located
within the Urban Service Area (USA) and the Town ‘N’ Country Community Planning Area.
A Homeowners Association (HOA) will maintain common site features.
